The UN Human Rights Council will hold a special session in Geneva on Friday on the Syria following a request by the European Union. UN human rights investigators said in a report released this week that crimes against humanity have been committed in Syria.

Arab League foreign ministers are to meet this weekend in Doha and could decide to refer the Syria case to the UN Security Council. Russia and China vetoed a resolution against Syria last month.

The European powers which proposed the resolution say they are waiting to see how the Arab League advances with its sanctions clampdown on Syria before deciding on whether to ask again for UN action against Syria.

United Nations (UN) investigators on Monday said that Syrian security forces had committed crimes against humanity, including the torture and killing of children, as Damascus lashed out at Arab League sanctions.


While Syrian Foreign Minister Walid Muallem showed reporters in Damascus a gruesome video depicting what he said was a “mass grave of security force martyrs,” in Geneva, the UN report accused government forces of atrocities.

CAIRO: The arrival of 7 and half tons of tear gas to Egypt’s Suez port created conflict after the responsible officials at the port refused to sign and accept it for fear it would be used to crackeddown on Egyptian protesters.

Local news sites published documents regarding the shipment that shows that the cargo, which arrived in 479 barrels from the United States and was scheduled to be delivered to the ministry of interior.

The reports also mentioned in the documents that a second shipment of 14 tons of tear gas was expected, making the total 21 tons, in one week.

The importing of tear gas comes after thousands of tear gas canisters were fired at Egyptian protesters last week as clashes raged in downtown Cairo, just off from the iconic Tahrir Square, where thousands of protesters had gathered.

The gas used has angered activists, who say the effects of exposure has yet to wear off, with a number of protesters telling Bikyamasr.com that they have coughing fits, chest pains, blurred vision and their arms often shake. According to the Journal of Royal Medicine, the use of CS Gas – the most common choice of Egypt’s police last week – can have lasting symptoms for over one year.

The al-Shorouk newspaper reported that upon the arrival of the shipment, massive disapproval broke out between employees, where five employees refused to sign for the shipment, one after the other.

Adding to the international pressure on Syria, a U.N. panel on Monday accused President Bashar Assad's regime of gross human rights violations in its crackdown on protesters, including torturing and killing children, shooting unarmed demonstrators and raping detainees.

SyriaunThe 39-page report, prepared by an independent panel of experts for the U.N. Human Rights Council, offers the most detailed account yet of the crackdown, which the United Nations says has killed more than 3,500 people since major protests began in March.

At least 256 children have been killed since early November, including a 2-year-old girl allegedly shot by an officer who said he did not want her to grow up to be a demonstrator, the report says. Several men told the panel they had been raped with rods and saw boys receive the same treatment. Some soldiers who refused to carry out orders to open fire on peaceful demonstrators were themselves reportedly shot and killed.

The opposition Local Coordination Committees reported 16 more deaths Monday, including a “little girl.” The claim could not be independently verified because the activities of journalists, human rights activists and international observers are heavily restricted in Syria.

The commission of inquiry said it was “gravely concerned that crimes against humanity have been committed” and called on the government to immediately halt abuses, initiate independent and impartial investigations and bring the perpetrators to justice.

U.N. investigation concluded Monday that Syrian forces committed crimes against humanity by killing and torturing hundreds of children, including a 2-year-old girl reportedly shot to death so she wouldn't grow up to be a demonstrator.

The inquiry added to mounting international pressure on President Bashar Assad, a day after the Arab League approved sweeping sanctions to push his embattled regime to end the violence. Syria's foreign minister called the Arab move "a declaration of economic war" and warned of retaliation.

The report by a U.N. Human Rights Council panel found that at least 256 children were killed by government forces between mid-March and early November, some of them tortured to death.

"Torture was applied equally to adults and children," said the assessment, released in Geneva. "Numerous testimonies indicated that boys were subjected to sexual torture in places of detention in front of adult men."

The United Nations says international help is needed to feed 1.5 million people in crisis-torn Syria, but humanitarian corridors are not yet justified.

UN humanitarian chief Valerie Amos said almost three million people out of Syria's population of about 20.5 million had been affected by the deadly crackdown on protests launched by President Bashar al-Assad since March.

Thousands are now in camps in neighbouring Lebanon and Turkey, and many more have fled protest cities to seek refuge with family and friends in other parts of Syria.

"Growing needs have led the Red Crescent to request additional support to feed 1.5 million people," Amos, the UN Emergency Relief Coordinator, said in a statement.

The Syrian Red Crescent and other Syrian groups and individuals have so far provided the bulk of humanitarian relief in Syria because the government has severely restricted access.

"As of now, the United Nations and partners have been unable to comprehensively assess people's needs," Amos said.

The UN official referred to a number of suggestions for setting up humanitarian corridors and safe zones.

"At present, the humanitarian needs identified in Syria do not warrant the implementation of either of these mechanisms. Before any further discussion of these options, it is essential to get a clearer sense of what exactly people need, and where," Amos said.

French Foreign Minister Alain Juppe this week suggested setting up protected escape routes for Syrian civilians fleeing the unrest, but he acknowledged that it would need either the agreement of the Syrian government or an international mandate.

The UN estimates that at least 3500 people have been killed in the crackdown since mid-March.

The United Nations General Assembly’s human rights committee voted on Tuesday to “strongly condemn” Syria’s crackdown on opposition protests and to call on Damascus to implement an Arab League plan to end the violence.

The resolution has no legal force. But it provides a pretext for the major powers to justify action outside of the UN—supporting the isolation and destabilisation of Syria, with the ultimate aim of regime change.

The resolution was passed in the wake of the Arab League’s decision to expel Damascus for failing to submit to a provocative and one-sided ultimatum. The Arab League demanded the Syrian regime of Bashir Assad halt its bloody attacks on protesters, withdraw tanks from restive cities, engage in a dialogue with the opposition and admit observers into the country. No corresponding demands were made on oppositionists, who are engaged in an armed struggle politically backed by imperialist powers and other regional governments.

The demand was made while the Arab League extended de-facto recognition to the opposition Syrian National Council, which rejects dialogue with Assad other than the terms of his departure, and with Saudi Arabia, Qatar, Lebanon and others backing the insurgency with money and arms.

Most important of all was the presence of Turkey at the proceedings, which is home to the Syrian National Council and the Free Syria Army.

With both Turkey and Lebanon discussing the establishing of no-fly zones on Syrian soil, the basis for a military intervention has already been laid. The United States, Britain, France and Germany have all been involved in discussions with Ankara, Riyadh, the opposition and other concerned parties.

Having secured the desired refusal from Syria, the UN resolution was moved as a means of bypassing opposition to action against Syria on the Security Council. The NATO powers intend to make an end run around Chinese and Russian vetoes of a similar Security Council resolution condemning Syria.

Arab foreign ministers called Thursday for Syria to agree to admit international monitors within 24 hours or face economic sanctions, due to the bloodiest non-stop killings from President Bashar al-Assad, while activists reported new clashes between army troops and defectors that left 29 dead across the country.

“Protection of civilians in Syria is an increasingly urgent and important aspect of responding to the events in country,” said Maja Kocijancic, a European Union spokeswoman, in a statement.

The announcement from the Arab League ministers came after theEuropean Union said Thursday that safeguarding civilians against President Bashar al-Assad’s ferocious crackdown had become a priority.

The league said that if Syria refused to admit the monitors, it would meet again on Saturday to discuss sanctions that could include the suspension of all trade except for essential humanitarian goods, a ban on flights to Syria, a travel ban on Syrian officials, and the freezing of all transactions with the central bank and of all Arab economic projects under way in Syria.

Under a November 2 Arab League initiative, Syria agreed to withdraw troops from urban centres, release political prisoners, start a dialogue with the opposition and allow monitors and international media into the country.

Reports out of Kuwait suggest that Arab states are set to impose a no fly zone over Syria with US logistical support, advancing the prospect of a military assault to topple Syrian President Bashar al-Assad under a “humanitarian” pretext.



“Senior European sources said that Arab jet fighters, and possibly Turkish warplanes, backed by American logistic support will implement a no fly zone in Syria’s skies, after the Arab League will issue a decision, under its Charter, calling for the protection of Syrian civilians,” reports Albawaba, citing Kuwait’s al Rai daily.





YNet news, the website for Israel’s most widely read newspaper, also carried the report.



As part of a plan to cripple the country’s military forces within 24 hours, the “movement of Syrian military vehicles, including tanks, personnel carriers and artillery,” would all be banned under the terms of the no fly zone.



Syrian opposition forces have repeatedly called for a no fly zone to be enforced over the country, but last month NATO all but ruled out the prospect. Republican presidential candidate Rick Perry has also called on the Obama administration to impose a no fly zone without waiting for a green light from the United Nations. [ read more at link ]

After months in which the international community has seemed determined to avoid direct entanglement in a core Middle East country, the diplomatic consensus seems to be changing.

The Arab League suspended Syria's membership two weeks ago, while this week the prime minister of regional heavyweight Turkey - a NATO member with the military wherewithal to mount a cross-border operation - told Assad to quit and said he should look at what happened to fallen dictators such as Adolf Hitler, Benito Mussolini and Libya's deposed leader Muammar Gaddafi.

France became the first major power to seek international intervention in Syria when it called for "humanitarian corridors" in Syria to alleviate civilian suffering.

A Western diplomatic source said the French plan, with or without approval from Damascus, could link Syrian civilian centres to frontiers such as Turkey and Lebanon, to the Mediterranean coast or to an airport.

Its aim would enable the transport of humanitarian supplies or medicines to a population that is suffering, the source said.

Juppe insisted the plan fell short of a military intervention, but acknowledged that humanitarian convoys would need armed protection.

"There are two possible ways: That the international community, Arab League and the United Nations can get the regime to allow these humanitarian corridors," he told French radio on Thursday. "But if that isn't the case we'd have to look at other solutions ... with international observers."

France is seeking international support for a proposal to establish "humanitarian corridors" in Syria to get aid to besieged areas of the country, where the government has turned its guns on protesters and armed insurgents demanding the ouster of President Bashar Assad.

In a radio interview Thursday with France Inter, French Foreign Minister Alain Juppe said he had raised the idea with the United Nations and U.S. Secretary of State Hillary Rodham Clinton and would discuss it with Arab foreign ministers meeting in Cairo this week.

The Arab League, meanwhile, said it was giving Syria until Friday to sign an agreement to allow Arab monitors into the country or risk punishing sanctions. It was the latest in a series of ultimatums by the 22-member bloc, which is often criticized for being ineffective.

The league has suspended Syria for failing to comply with a peace plan calling for dialogue with the opposition and a withdrawal of government forces from cities and towns. Jordan, Turkey and a number of Western countries have called on Assad to step down. [ read more at link]

In a statement released after the committee met, the group said punishment could include stopping trade with the Syrian government apart from strategic goods that affect the Syrian people. Other sanctions could include stopping flights to Syria and ending dealings with Syria's central bank.

BEIRUT (Reuters) - Syria faces a Friday deadline to sign an Arab deal allowing monitors into the country or incur sanctions over its crackdown on protests including halting flights, curbing trade and stopping deals with the central bank.

Arab foreign ministers warned in Cairo that unless Syria agreed to let the monitors in to assess progress of an Arab League plan to end eight months of bloodshed, officials would consider imposing sanctions on Saturday.

Under a November 2 Arab League initiative, Syria agreed to withdraw troops from urban centers, release political prisoners, start a dialogue with the opposition and allow monitors and international media into the country.

Since then hundreds of people, including civilians, security forces and army deserters, have been killed as the unrest which the United Nations says has claimed at least 3,500 lives since March continued unabated.

The Syrian Observatory for Human Rights, a British-based opposition group, said at least 47 people were killed in Syria on Thursday, including 16 soldiers and 17 army deserters, mostly around the rebellious city of Homs and near the town of Rastan to the north.

The violence has prompted former ally Turkey to bluntly tell President Bashar al-Assad to step down and led France to propose "humanitarian corridors" in Syria to help transport medicines or other supplies to civilians in need.

NICOSIA – Free Syrian Army chief Riyadh al-Asaad on Thursday called for foreign air strikes on “strategic targets” in Syria to speed up the fall of the regime, in a telephone interview with AFP.

“We are not in favour of the entry of foreign troops as was the case in Iraq but we want the international community to give us logistical support,” said FSA chief Colonel Asaad, who is based across the border in Turkey.

“We also want international protection, the establishment of a no-fly zone, a buffer zone and strikes on certain strategic targets considered as crucial by the regime,” he said.

Syrian tanks shelled positions held by army defectors near the central town of Rastan on Thursday amid Arab and international diplomatic manoeuvring over how to exert pressure on the Damascus regime.

Opposition activists reported at least 24 people killed in clashes with security forces, mostly in Rastan and Homs.

In Cairo, the Arab League gave President Bashar al-Assad another 24 hours to accept observers to monitor the violence or face economic sanctions, generating criticism that the pan-Arab organisation was being too slow and too lenient after suspending Syria last week.

Five of the latest victims were killed in Homs, according to the opposition network of local co-ordination committees. Demonstrators were out in the Baba Amr district of the city on Thursday night, calling for the overthrow of the regime.

Security personnel snatched the body of one young man, Sarhan Tarek, who was killed by their gunfire, the LCC said.

The Syrian Revolution General Commission said it had counted 24 dead, including a woman and a child, by nightfall. [ read more at link]

“The U.S. Embassy continues to urge U.S. citizens in Syria to depart immediately while commercial transportation is available,” said a statement issued to the American community in Syria Wednesday and posted on the Embassy’s website. “The number of airlines serving Syria has decreased significantly since the summer, while many of those airlines remaining have reduced their number of flights.”

The State Department pulled the U.S. ambassador Robert Ford from the country in late October after it claimed his life was threatened. Ford was quietly sent back last week.

The call for U.S. and Turkish citizens to depart Syria immediately lends credence to speculation that the U.S. will orchestrate the removal of al-Bashar.

In April we speculated that the U.S. and the EU would eventually impose a no-fly zone on Syria in response to alleged human rights violations and this would be used as a cover to support the overthrow of al-Bashar.

Apologies, this post is really just a place to dump a load of stuff - following a couple of requests, I thought it might be useful to post somewhere a round-up of arms and ammunition being used against protestors in Tahrir right now.

There seem to be a growing number people in and around the Square angry at being fired on by weapons supplied from countries making nice noises about democracy and restraint in Egypt, and are starting to document markings and specifications of what's being used. It won't help stop any violence, but I'm generally in favour of causing a modicum of embarrassment to those governments and companies which continue to supply tools of repression, usually for profit, to those who they well know will use them to violate human rights and repress their own citizens.

There are lots of good ID resources around - for the real afficionado of "less-lethal technologies", you can't beat Mispo (subscription only), which also has a live update stream of identified military/security equipment being used images from around the world.

All the usual caveats, of course, apply below: the provenance of most of these photos can't be definitively verified; and a given country of manufacture doesn't indicate that that country's government supplied the weapons to Egypt. I'll try to update this as more info becomes available.

The nonbinding resolution adopted by the General Assembly’s human rights committee calls on Syrian authorities to implement an Arab League peace plan, agreed to earlier this month, “without further delay.” It urges the withdrawal of government tanks from the streets, the release of political prisoners, a halt to attacks on civilians, and allowing observers into the country.

The resolution, sponsored by Britain, France and Germany, was approved by a vote of 122-13 with 41 abstentions. It must now be approved at a plenary session of the 193-member world body, where its adoption is virtually certain.

US Ambassador Susan Rice said in a statement that the committee’s first-ever resolution on Syria’s human rights violations “has sent a clear message that it does not accept abuse and death as a legitimate path to retaining power.”

Syria tried to prevent a vote on the resolution, introducing a motion to take “no action” but it was overwhelmingly defeated.

Most important, the rebels have secured a formidable ally: Turkey. Indeed, after having had a brief “honeymoon” with Assad, Turkish Prime Minister Erdogan has chosen not only to distance himself from the Syrian Alawite regime, but has provided all the facilities for the opposition forces on its territory, which serves both as a refuge and as an area of organization, a country funds can be raised. The official FSA website even gives the details of bank accounts in Turkish banks.
The cracks in the Syrian regime’s structure, which were invisible or non-existent at the beginning of the protest, have become clearer. The Assad regime has always had to face opposition forces and has managed over the years to ignore them officially while fighting them behind the scenes.  The innovation today is that dissident Syrian officers have organized into a structure – the FSA – which is fighting the regime openly.

Speaking on the eve of a three-day state visit to Britain, Gul warned that Assad's back-tracking on reforms agreed by the Arab League had made international negotiation impossible.
"It's quite too late for that sort of thing now," he told the British newspaper. "He seems to have opted for a different route. And frankly we do not have any more trust in him.

Turkey warned Syria's president Monday that he cannot continue to oppress his people with tanks and guns forever, even as Syrian soldiers opened fire on at least two buses carrying Turkish citizens, witnesses and officials said.

The attacks, which wounded two people, appeared to be retaliation for Turkey's mounting criticism of Syrian President Bashar Assad, whose military crackdown on an 8-month-old uprising against his rule has killed nearly 4,000 people.

"You can only continue with tanks and guns to a certain point, the day will come when you will go," Turkish Prime Minister Recep Tayyip Erdogan said during a speech at an international religion conference in Istanbul. "Sooner or later, the oppressed will win."

The chilling spectacle of Muammar Gaddafi's brutal end last month and the capture of his son Saif al-Islam this week, far from deterring Bashar al-Assad, seem to have energised him into redoubling his efforts to crush Syria's eight-month rebellion.

As the Arab League intensified Assad's isolation by suspending Syria's membership, defecting soldiers in the Free Syrian Army carried out their boldest attacks so far at Deraa in the south and on an Air Force intelligence base near Damascus.

Unconfirmed reports said the rebels also fired rockets at a headquarters of the ruling Ba'ath party in Damascus, until now firmly locked down by the regime's security apparatus.

The country of 22 million, convulsed this year by a civil uprising like those that brought down dictators in Tunisia and Egypt, now appears to be on the brink of a Libya-style armed insurgency, with arms flowing in from Lebanon, Jordan and from soldiers who have deserted with their weapons. Although snuffing out dissent and cutting citizens off from the world aren't actions generally associated with the American ideal, two U.S. companies are helping the Egyptian government do just that as populist protests continue shaking the African nation.

The tear gas and smoke grenade manufacturer Combined Systems, Inc. is based out of Jamestown, Pennsylvania. But its wares have been showing up all over the Middle East as of late. On January 20, a photographer with the Eurpean PressPhoto agency was killed when a CSI tear gas canister struck him in the head at a protest in Tunisia. And throughout yesterday and today, CSI smoke bombs and tear gas have clogged the air and lungs in Cairo.

A less visible but possibly more important American-Egyptian partnership is that between the tech company Narus and the Mubarak autocracy. A subsidiary of Boeing, Narus sells hyper-complex, slightly creepy mass surveillance equipment. Its most famous creation is Narus Insight, "a supercomputer system which is allegedly used by the National Security Agency and other entities to perform mass surveillance and monitoring of public and corporate Internet communications in real time."

Clinton said the international community was reluctant, however, to intervene the same way it did in Libya, where NATO forces backed rebel groups who toppled Muammar Gaddafi.

“There is no appetite for that kind of action vis-à-vis Syria,” she said, pointing to moves by the Arab League and Turkey, who have stepped up diplomatic pressure on Syria and threatened to follow the West in implementing sanctions.

French Foreign minister Alain Juppe, alongside the Turkish Foreign Minister Ahmed Davutoglu, said France was ready to work with the Syrian opposition and that tougher sanctions were needed. Britain also said it was increasing its contacts with Assad opponents.

But Syria’s ambassador to Lebanon, Ali Abdulkarim Ali, argued that large pro-government rallies, which have also been organised regularly in recent weeks, showed that foreign pressure would not succeed in weakening the government.

“There is great optimism that Syria has the stronger hand and that international pressure will tumble in the face of Syrian national unity and (Syria’s) balance and responsible policies that have confronted all these challenges,” Ali was cited as saying in the Lebanese daily, al-Safir, on Saturday.

Damascus on Friday sought changes to a planned Arab League mission to monitor its implementation of the organisation’s plan for ending violence, which Syria argues it has been unable to fully enforce due to armed resistance.

The league’s secretary general, Nabil Elaraby said the organisation was studying a letter from Syria which “included amendments to the draft protocol regarding the legal status and duties of the monitoring mission.”

OVERNIGHT VIOLENCE

Late night raids by security forces on Friday killed some five residents in Homs and Albukamal, near the Iraqi border. Both towns have seen pro-democracy protests and also play host to armed groups of army defectors.

In Homs, which has become a centre of armed uprising but has also seen escalating sectarian violence, gunmen attacked a bus transporting workers and killed at least eleven, an activist told Reuters.

“It is likely because some of those workers were Alawites,” he said, referring to the minority religious sect to which the Assad family belongs.

A resident in Homs, who declined to be named, also told Reuters that defected soldiers attacked a car they said was carrying members of Air Force Intelligence, killing four.

The attack comes two days after opposition sources said the Free Syrian Army said it killed or wounded 20 security police in an assault on an Air Force Intelligence complex on the outskirts of Damascus, the first assault of its kind in the uprising.

Nov. 18 (Bloomberg) -- Soldiers who left President Bashar al-Assad's army and set up an opposition force called for a no- fly zone and two buffer areas with international backing as they seek to topple the Syrian government.

The group wants a buffer zone in the north, on the Turkish- Syrian border, and another in the south near the border with Jordan to help them bring the fight closer to Assad, Riad al As'ad, a former Syrian colonel who leads the Free Syrian Army, said in a phone interview from Turkey today.

"Our operations are increasing and we will reach the presidential palace," As'ad said. "The regime is going to fall. It may take longer if there is no international foreign assistance, but it's not going to stay. It's finished."

The group, using rocket-propelled grenades and machine guns, this week assaulted a base near the Syrian capital Damascus linked to air force intelligence, said Ammar al-Wawi, spokesman of the 10-member military council that heads the FSA. The Free Syrian Army also destroyed an armored personnel carrier at a base used by the intelligence agency in the city of Aleppo, he said. Air force intelligence has helped the government put down the protests.

Though no country has yet offered help to the Free Syrian Army, the group "welcomes all assistance," said As'ad, 50. He said he has a force of more than 25,000 who have been launching targeted attacks against security and intelligence units of the Assad government.
