UN: Syria failing to meet cease-fire conditions, at least 300 monitors needed: PARIS — Syria’s government is failing to honor a cease-fire aimed at ending more than a year of bloodshed, and violence there has escalated since a truce took effect a week ago, the U.N. chief told the Security Council before a meeting Thursday in Paris on the situation in the Arab state.
