KUNA : Sheikh Hamad "strongly" urges UNSC to adopt Syria draft text unanimously - Politics - 04/02/2012

clipped from article: While the Council western members insist on using "fully supports" the League's decision, in general terms, Russia and other Council members insist on "takes note" or "welcomes." The draft has been weakened to please Russia. The details of the League's plan, such as President Assad transferring power to his deputy, have now been deleted.
Again, to please Russia which sells billions of dollars worth of weapons to the Assad regime, western members agreed to delete "the Council expresses grave concern at the continued transfer of weapons into Syria which fuels the violence and calling on Member States to take necessary steps to prevent such flow of arms." They also agreed to strengthen the language of the draft to rule out any military action on Syria. It now specifically states that "nothing in this resolution authorizes measures under Article 42 of the UN Charter" which "may take action by air, sea or land forces as may be necessary to maintain or restore international peace and security." The draft keeps the door open for "further measures" to be taken if the Secretary-General reports, 21 days after the resolution is adopted, that Syria has not complied with its provisions.
