Victims do not have to wait for United Nations to send Assad to International Criminal Court. Individuals can send complaint to ICC and according to their regulations and procedures an investigation will be in order with "evidence of crime" on their website. Assad, Gaddafi and Mubarak have every form of crime on ICC website, 3 pages of "evidence of crime" ... it honestly looks like dictators use it as a checklist for committing every type of human right violation possible.
