The latest developments are encouraging. On 3 August, the UN Security Council finally managed to agree a statement condemning Syria. The importance of that was less the text and more that China and Russia allowed it to pass without veto. That it took months to even agree that statement is depressing, but in the world of diplomacy it appears even condemning state execution is not straightforward.

Pressure on Assad intensified this week with the UN human rights chief recommending that the Security Council refer Syria to the International Criminal Court (ICC) - a move plainly designed to remind those in Syria that state-sponsored killing will not go unpunished [read more at link]
