Congolese Warlord Sentenced To 14 Years For Using Child Soldiers: THE HAGUE, Netherlands (AP) — The International Criminal Court handed down its first sentence Tuesday, imprisoning for 14 years a Congolese warlord convicted of using child soldiers. Thomas Lubanga was convicted in March of recruiting and using children in his Union of Congolese Patriots militia, sending them to kill and be killed during fighting in Congo's eastern Ituri region in 2002-2003. Presiding Judge Adrian Fulford said the sentence reflected the need to protect children in wartime. "The vulnerability of children means they need to be afforded particular protection," he said at the sentencing hearing. The 51-year-old Lubanga is the first person convicted by the 10-year-old permanent war crimes tribunal. Rights activists hailed the case as a milestone in efforts to prosecute the widespread use of child soldiers in conflicts around the world. Prosecutors had asked for a 30-year sentence, but said they would be willing to cut it to 20 years if Lubanga offered a "genuine apology" to victims of his crimes. Lubanga, wearing a gray suit and tie, showed no emotion as Fulford read out the sentence. He can appeal his conviction and sentence. Fulford said that time Lubanga has served in pretrial detention since March 2006 would be deducted from the sentence. It was not immediately clear where Lubanga would serve his sentence.

On July 21, President Vladimir Putin signed into law a bill branding foreign-funded nongovernmental organizations as "foreign agents," authorizing potentially obtrusive regulation of organizations including Oxfam, Doctors of the World and the International Committee of the Red Cross. In just the last two months he has signed bills authorizing draconian fines for people who protest against him. On July 20, his courts sentenced three young women, members of a punk rock group, to six more months in prison on top of four already served, for criticizing Putin in a song.

Reports: 30 Feared Killed As Syrian Forces Attack Worshippers: AMMAN, July 24 (Reuters) - Syrian forces killed up to 30 worshippers on Tuesday as they converged on a mosque to perform Ramadan evening prayers in a village northwest of the city of Hama, opposition activists said. "Troops and shabbiha (militia loyal to President Bashar al-Assad) left the roadblock on the edge of Shariaa and crossed the main road and began firing automatic rifles at the worshippers as they were entering the mosque," Jamil al-Hamwi, one of the activists, said by telephone from al-Ghab Plain. "We have confirmed the names for 15 bodies and there is a similar number estimated still to be collected from the streets," Hamwi, who uses a pseudonym for safety reasons, said. Activists: 6 Children Killed In Shelling: AMMAN, July 24 (Reuters) - A Syrian army bombardment killed at least six children and four other civilians on Tuesday in the town of Herak on the southern Hauran Plain, opposition activists said, and a video showed mangled bodies laid out in a local hospital. "Artillery and mortar rounds hit several residential streets in Herak. Most of the children who were killed were living on the same street," Shams al-Horani, one of the activists, told Reuters by phone from the city of Deraa, birthplace of the 16-month-old revolt against President Bashar al-Assad. "The army is shelling Herak, al-Nuiameh, Dael, Khirbat Ghazaleh and Old Deraa from the Malaab al-Baladi (football stadium) in Deraa," she added. Opposition sources said Assad's forces had largely lost control of Deraa and the main population centres in Hauran, which stretches from the outskirts of the capital Damascus to the border with Jordan. But the army has been heavily shelling the areas under rebel control for the last week and dozens of people, mostly civilians, have been killed, the sources said. Video footage posted on the Internet showed the bodies of several children in Herak with holes in their legs, torso and head, and a dead woman on the floor of a hospital.
